Barcelona hopes that Ter Stegen can reconsider, but measures have been taken because they know that the law is on Ter Stegen's side.
Sports legal expert Christian Zaroka said in an interview that this was a "very complicated" case, which was caused by the club's initial desire to terminate the contract with Ter Stegen.
He said: "Barcelona's penalties against Ter Stegen may be a means of pressure, which will only make the situation more tense."
Zaroka also pointed out that under the data protection law, especially regarding personal health information, Ter Stegen has the right not to provide this information. If there are clauses in the contract between the club and the player that explicitly define the obligation to provide such information, then the situation may vary. However, Zaroka believes that this situation is unlikely: "I doubt there will be such a clause."
Nevertheless, Zaroka also explained on Sel Radio that Barcelona may submit the report confidentially to La Liga in accordance with certain exception clauses. For example, in a labor relationship, reports may be sent to assess post-operative labor capacity or time to return to work. After that, Ter Stegen still had the option to file a lawsuit, and the judge finally decided who was right.
Regarding the disciplinary action that the club's internal regulations may cause, Zaroka believes that this is more like a pressure on players than a reality, because the existence of the data protection law makes this provision illogical in internal regulations. If the penalties are really imposed, there must be a good reason or the player is likely to resort to the court.
